Introduction to the Practice of Case Management in Social Services

Course Overview

In today’s social service landscape, practitioners are increasingly required to work across disciplines and agencies. This course equips participants to apply a systematic case management process—covering engagement, assessment, planning, intervention, monitoring, and evaluation—to enable more coordinated, holistic, and client-centred service delivery.


Through case discussions and applied learning activities, participants will explore:

  • Translating theory into structured and effective day-to-day casework practice
  • Conducting holistic client assessments using practical tools and frameworks
  • Managing complexity in client situations across different social service settings
  • Working effectively within multi-agency systems and networks
  • Balancing accountability, risk management, and client empowerment in practice

1. Principles, Purpose, and Role of case management in social service practice


2. Case Management Process

·      Overview of the end-to-end process: engagement, assessment, planning, intervention, monitoring, and evaluation

·      Application of a structured approach to guide casework practice

·      Role of case manager 


3. Assessment Frameworks and Tools

·      Application of key frameworks (e.g. bio-psycho-social-spiritual perspective)

·      Structured case formulation to inform planning and intervention


4. Risk and Professional Judgement

·      Risk awareness in diverse practice contexts

·      Applying professional judgement in case decision-making

·      Ethics, reflexivity and supervision


5. Collaborative and Strengths-Based Practice

·      Engaging clients, families, and stakeholders using strengths-based approaches

·      Building effective helping relationships


6. Inter-Agency Collaboration and Networking

·      Strengthening referral pathways and service coordination

·      Enhancing continuity of care through multi-agency collaboration


Certification Obtained and Conferred by

Participants who meet 75% class attendance will be awarded a Certificate of Accomplishment by the Academy of Human Development.


Medium of Instruction & Trainer

Ruth Ang-Tan is a Registered Social Worker (RSW) since 2014 who has most of her direct work experience at a family service centre (FSC). She is currently a Senior Manager in the Ministry of Social and Family and Development (MSF). Over the years, she has worked with numerous families and individuals that present with chronic and acute social and risk issues. These families and individuals may face concurrent challenges such as mental health issues, family violence and parenting difficulties. Her main roles have been in casework and counselling, crisis and risk management, supervision of caseworkers, planning and running community work and group work. Apart from direct work, she is working on a few papers under a research project with the social work department at the National University of Singapore (NUS) on binational families with low-income. She has also lectured and taught research methods at NUS, and Singapore University of Social Sciences (SUSS). She also supervises SUSS Social Work undergraduates for their final year applied research projects.


Ruth holds a Bachelor Degree with Honours in Social Work, a Master Degree in Social Work by Research, a Master in Theological Studies, and a Postgraduate Certificate in Systemic Thinking. Her research interests include families with low-income, social support and family violence.
